My comment on this discussion:
I understand te problems in a big city like Cape Town. At first the problem with leakages should be adressed and after that you can look for solutions of the theft in the city. The measuring of the (non)revenue water could be of great use!
With the resource itself running out, first thing that needs to be implemented on National level is WATER DEMAND MANAGEMENT, if there is technologies available to manage the usage of Electricity, definetly water will also have cost effective technologies to manage the water usage.
Prepayment electricity system has significant impact on revenue collection, the same should apply for water. But at some instances Municiplaities or Service providers are to be blamed for inaccurate meter readings... clearly most consumers are not active enough to visit the service providor's premises to querry or enquire about the wrong/undelivered accounts or unread meters.
Communication and education should be emphazised to enable proper understanding between SP and Consumers.


It is understood that South Africa is fast running out of water resources to support its growing population. We also understand that a significant portion of water distributed to consumers is lost in transit due to aging and leaking infrastructure. At the same time a significant portion of water actually delivered is not metered or paid for, practices that encourages wastage of water and poor maintenance of in-house water appliances.
